In Mathematics, percentage is used to express a number as a fraction over 100. "Per cent" meaning per hundred, the sign used is %. For example forty-seven percent is represent as 47%, which is equal to 47/100 or 0.47.
What is 13% of 196?
Answer: 13% × 196 = (13 / 100) × 196 = 25.48.
The reason for the apparent discrepancy is that the two percent changes (+50% and −50%) are measured relative to different quantities ($200 and $220, respectively), and thus do not "cancel out".

Just a another puzzled person out there. Why does per cent mean per 100? Does cent mean 100 in any way?

This is too complicated, it should be more or further simplified to bring out the percentage.
